In term of security, aku lagi prefer 1.0.x (for now). But since 1.0.x dah stop development to make way for 1.5.x, aku rase its better to go for 1.5.x je. As far as im concerned, Drupal is better in term of ACL (access control list) and its much more developer friendly (thanks to its superb _frame_work). Joomla however, edged in different task. If you are looking into rapid deployment with good looking and functional result, use Joomla. However if you are into future expansion, use Drupal. Joomla 1.5 is good and it is a move to give Joomla much needed upgrade over its aging Mambo 4.5 _frame_work (FYI, current Joomla 1.0.x is a direct fork of Mambot 4.5.2a). The best move i think is the implementation of MVC in its _frame_work. But frankly, its ACL is nowhere near Drupal and lead devs are hinting that Joomla 1.6/2.0 will take care of that. Is Joomla 1.5 more powerful? In a way, yes. Its _frame_work is good.
