Eh.. OMG! WTF?!

Well, I was trying to migrate to Joomla 1.5.2 last night, downloaded most of the backup files and then deleted everything in the server.
Suddenly, OMG! WTF?! Forgot the /images/ folder! Damn.. (3x)

Step One
Make a new document, I'm going to use 500 pixels for the height and 150 pixels for the width. Make sure for background contents you set it to transparent. Choose a font, any font. I'm going to use one of my favorite fonts, Century Gothic, everyone should have it, it's pre-installed. Now using the font that you selected, type whatever text that you want somewhere in the canvas. By the end of this step you should have something like the image below.

Step Two
Right click on the text layer and select "Blending Options" and go to stroke. Set it to any color, and the size to something that you like, for the example I used 7 pixels.

Step Three
Make a new layer above the text layer. Grab the "Ellipse Tool" (You can do so by right clicking on the "Rectangle Tool" and select the circle shaped icon.) and zoom in to about 1000 %. Make sure your "Foreground" color is the same as the color that you used to stroke the text. Hold the "Shift" key down and make circles by clicking and dragging the mouse. You should start from where the stroke line ends, making a circle, and then making smaller ones as you are moving away from the text. You should have something like the image below.

(I've filled the background color with a tone of grey so that you can see the white dots.)

Step Four
Now that you've got the effect, you can experiment with other methods of adding the dots. Now I've added a repeating pattern for the background by making a new layout and moving it to the very bottom and filling it with a pattern. I've also went around the edge of the image on a new layer using the downloadable brush from the "Splash Image Tutorial". Then I've added a multi-color effect to it by making a new layer and filling it in with different colors using the downloadable brush and then I lowered the layer "Opacity". And to finish it off, I add a little circular fade at the top.
